Costa Mesa and Newport Beach have argued over whether or not to annex the unincorporated portion of Santa Ana Heights.
Orange County determined that Santa Ana was the most equipped city to care for the community, but a vote in 2002 eliminated this option. It is included in the “sphere of influence” of the city of Costa Mesa, which is anticipated to become Newport Beach’s as the annexation process continues.

Two sections of Santa Ana Heights were annexed by the city of Newport Beach. The region east of Irvine Avenue became a part of the city in January 2002, while the area west of Irvine Avenue became a part of the city on January 1, 2008.
