Charles TeWinkle and his wife “Goldie” moved to Costa Mesa, California in 1920, and TeWinkle Park was named for them. Mr. TeWinkle was a local businessman who served on the boards of several institutions. In 1953, he was elected as the first mayor of Costa Mesa, a newly constituted city. In 1962, he passed away. On January 31, 1965, it was dedicated.
TeWinkle Park has three shelters, three restrooms, five barbecues, thirty picnic tables, one playground, one baseball field, two softball fields, a utility field, twelve tennis courts, an amphitheater, and a lake with a waterfall. People are allowed to feed the wild ducks that may be seen swimming around in the lake.
TeWinkle Park has a children’s playground called Angels Playground. This is a delightful location for kids to play together and enjoy some of the most basic pleasures of childhood. TeWinkle Park also has the Costa Mesa Bark Park.

The names of charitable individuals and altruistic organizations that assisted in the creation of Angels Playground can be seen throughout TeWinkle Park and Angel’s Playground. “The scheme was the inspiration of Costa Mesa residents, Mr. and Mrs. Doug Hansen, whose daughter, Angel, is severely crippled,” according to the Angels Charity website. The park’s construction began in November of 2007. It’s immaculately kept and located across from the Costa Mesa Tennis Center in a tranquil location. (Source: Fun Orange County Parks)
There are pedestals to climb, balance beams, platforms, standing pedal pushers, and tunnels to navigate that distinguish this park unique from others.
For the kids, the numerous lakes, waterfalls, and waterfowl provide opportunities for leisurely strolls and adventures.
Completely “barrier-free,” universally accessible, and compatible with the Americans with Disabilities Act (ADA).
The moving sled/car/boat attracts children of all ages and skills (whatever their imagination divines it to be).
